Many times, the Steam’s Cloud Save feature makes the game to crash. So, you need to disable it by right clicking on Rise of the Tomb Raider game in your Steam library and then select Properties and go to Updates. After that uncheck the box that says “Enable Steam cloud synchronization for Rise of the Tomb Raider”. Also note that, once you have disabled this option then saves will not be backed up on the Steam cloud
