This issue is related to graphics driver incompatibility. You have to update your gpu drivers. You can download that from the official site of your graphics card manufacturer. If the game lags, try turning off background process. And then play it. Try to adjust the screen resolution to lowest in case the game is working slowly.
Game does not start offline –
If you had turned on Steam cloud saves, then the game might have issue working on offline mode. You will need an active internet connection to play the same. You can go in Steam > Library > Right click on the Game and there remove the tick from cloud save.
